If the authorities reject your proposals and plans, it is invariably because you have attempted to take short cuts in some aspect of your planning or proposals, or simply not listened to or complied with the advice they have been giving you. They will usually indicate the changes you must make to your proposals to make them acceptable
If you still want to run your proposed event, you must return to the section in this guide relating to the problem they have indicated, then perform the remedial research investigations and planning suggested by the authorities. When you have checked and confirmed all of your research, calculations and plans, you must re-submit your proposal for consideration.
If your proposals are rejected again, you have probably also missed your time slot to run the event this year. I suggest that you recruit somebody fresh to look at the problem, to help you make the appropriate changes and submit your proposals again for next year (after revisting the research and revising plans to make them relevant to next year).
You must remember at all times that any changes you make must be reviewed and checked against subsequent plans and arrangements. Remember that at this stage, even minor changes can have a serious and potentially fatal impact on subsequent plans and arrangements.
